I believe that later in the evenings they sometimes have music combos, too.

Previous posts mention the East Tsim Sha Tsui promenade , which does have al fresco options. For a budget-friendly drink or two or three, there is a very downmarket and casual bar on the roof of the Ferry Terminal in Central where the Discovery Bay ferries leave. Very local place with mostly beer and snacks like chicken wings and fish balls, but you are al fresco right in the middle of the harbour.
